Role Purpose & Description:

The Plant Buyer is the first line of contact for the plant. This person will perform and support local purchasing activities pre-aligned with category strategy. Local purchasing activities : activities not taken up by category because of specific reasons : language, technical, speed of execution, cost advantage, agreement ad distance not possible. This person supports execution and implementation at a local level of the category strategies. At the same time this person will monitor local purchasing KPI's, stay close with business users and react by contacting the purchasing teams (Category or SSC) whenever the service level to the plant is insufficient.

- Regional Purchasing Manager

Main Responsibilities:

Category - Tactical Support

- Support category teams retrieving local data for demand and market research

-Support purchasing process (including Engineering and maintenance) with presence and perform Early supply Involvement (ESI) for purchases.

- Identify potential Suppliers, Conduct RFx, Negotiate Agreements and Select the best Supplier to fit the needs taking in account, if possible, TCO analysis

- Provide Category Managers with Local specific needs and requirements regarding strategy development

- Participate on strategy Category executions for the plant by contacting local key users and set plant meetings with key users and Category Managers

- Participate on supply contract monitoring for local supply and revise and supplier performance Vs Contracts or supply agreements

- Maintain / provide input / revise local purchasing KPI's and supply performance dashboards

- Provide regular feedback to Category Managers regarding users feedbacks of any contract deviations

- Support local implementation and monitoring of category contracts for the plant.

- Re-direct users to the appropriate purchases contacts for inquires or specific project information needs.

- Provide local support for SCC buyers regarding ensuring supply of material and services / clarifying demand quantities and references with users.

- Provide local support for SCC buyers as well as local coordination for logistics reception if needed

- Provide local support for SCC buyers on local KPI's and dashboard data clarifications

- Provide support for CoE processes implementation, tools and training for users

- Be local representation of Procurement regarding procedure, policies and tools for end users

- First Line of contact in case of local emergency

- Plant Buyers should provide support regarding translation for stakeholders and suppliers if need
